In Splinter Cell: Pandora Tomorrow, Sam Fisher returns in a high-stakes hunt for Suhadi Sadono, an Indonesian guerrilla leader who has planted smallpox-infected "insurance" bombs across the globe. While the first game was developed by Ubisoft Montreal, this sequel was handled by Ubisoft Shanghai, introducing a slightly more cinematic flair and new moves to Sam’s arsenal, such as the SWAT turn (spinning between cover) and the ability to whistle to lure guards into dark corners.
The game’s greatest legacy is the debut of Spies vs. Mercenaries, a revolutionary asymmetrical multiplayer mode. Two agile Third Echelon Spies (played in third-person) must hack terminals while being hunted by two heavily armed Argus Mercenaries (played in first-person). As of March 2026, the original Xbox Live servers are long dead, but the community continues to host matches on original hardware using Insignia, a fan-made server replacement that restores the matchmaking experience.
